Edward Harrelson is a native of Garner, North Carolina. He attended the University of North Carolina at Chapel Hill and graduated in 1990 with a Bachelor of Arts cum laude in History. His law degree is from the University of North Carolina School of Law.
After law school, he moved to the mountains and began his law practice in Hendersonville. Since 1997 Mr. Harrelson has focused mostly on real property transactions, estate planning and probate law and small business representation.
Edward was taught from an early age to volunteer his time and energy for the benefit of others and his community. He has served on numerous boards over the years, including service as an Elder in his church, with United Way of Henderson County for six years, with Daniel Boone Council (BSA) for six years, and as a member of the Salvation Army Advisory Board since 1995. In 2009, he was accepted for membership in the Hendersonville Rotary Club. In 2012, Edward was elected to serve as a Trustee of the Flat Rock Play House, and he serves as Secretary to that Board.
Edward credits his Boy Scouting experience and the earning of the Eagle Scout award for much of his continuing dedication to service to others.
His hobbies include teaching others to learn from our past, including living-history reinactments.
Phillip R. Feagan received his B.A. Degree in Political Science from the University of North Carolina at Chapel Hill in 1974 and his J.D. Degree from Campbell University School of Law in 1980.
After graduation, he returned to his hometown to open his law office in September 1980. He was joined in practice by R. Jay Foster in 1987, at which time the firm became known as Feagan and Foster. Following Mr. Foster's untimely death in 1998, he continued his practice as Feagan and Foster until January 2005 when the firm name was changed to Feagan Law Firm. Subsequently, the firm name was changed to Feagan & Baker, reflecting the practice of Lora Baker with the firm until she was appointed to the District Court bench in 2023.
He is a member of the Polk County Bar, the North Carolina Bar Association, and maintained a membership with the NC Academy of Justice for most of his 45 years of practice. He has been active in the Boy Scouts of America and has served in various capacities on the Board of Baptist Retirement Homes of North Carolina. He has served as the attorney for Polk County Board of Education for the past 18 years. His practice included representation of the Polk County Department of Social Services in Adult and Child Protective Services cases for nearly 40 years before his resignation at the end of March 2025. His practice is now only part-time as he enters retirement.
His hobbies include tennis and gardening. He and his wife, Joan, are active members of First Baptist Church, Tryon, North Carolina. They have two adult children and two grandchildren.
